Jacqueline Williams was born in Lincoln in 1962. In 1982 Gloucestershire College of Arts and Technology before attending the Royal Academy Schools until 1988. She was elected as a member of the New English Art Club in 1993. In 1996 she was awarded the Critics Prize NEAC. She works mainly in oil on bored or canvas which is later laid on board. She works directly from the subject and focuses on light in her works, which tend to be encompass her studio. Her art follows the British painting tradition which resonates with the London art groups such as the Camden Town School and artists such as Sickert.
